The following steps can be done by going to Design › Edit Theme › General › Header › Announcement bar in your eCom back office.

The Announcement Bar can be enabled/disabled by turning the toggle switch on/off for the field titled Show announcement bar

In the same place as above, you can add custom text and links to announcement bar. For example, you could highlight a shipping promotion and link to a specific page or collection.
